For instance in Paint Shop Pro click "Save As" and then look for a "File Options" or "Optimization" button-- once you get it opened up you'll be offered, in some programs, a wizard to optimize an image for you, or you can manually adjust the image optimazation for either high quality (compression), which equals a larger file size, or a lower quality (compression) with lower quality.

WinZip in my experience doesn't compress well enough on large stuff.
Maybe you could create a bit torrent file for them to download.
